Sequential rule processing now applies default actions correctly

When sequential rule processing is enabled, default actions are now applied after all rules have been evaluated. This aligns the behaviour with the standard rule engine when sequential processing is disabled and ensures consistent rule outcomes.

Updated loading indicator in PCM

The loading spinner in PCM has been updated to a simpler, more neutral design. The new round spinner uses a less colourful appearance to create a cleaner and less distracting interface.

Improved handling of webhook errors in rule processing

When the setting continue_to_next_rule_on_error is enabled, webhook errors are no longer created. This prevents unnecessary errors from being added to the Sidekiq dead queue when rule processing is intentionally configured to continue after an error.

Attachment indicator on tickets

A paperclip icon is now displayed when hovering over a ticket that contains one or more attachments, making it easier to identify tickets with attached files.
